I can't get the state or postal codes to work. It won't change from Wisconsin to Arizona.

The location stays in Wisconsin and won't change to my current location. I've updated and still nothing. Do I need to restore completely?

Need more information to help, what device? What have you updated? What do you mean by the location stays in your current location?

The device is the Garmin nuvi 1490. I did the software updates from the Garmin website. When I try to change my current location it won't reset to Arizona. It says Wisconsin for the state. That was the last place I used the Garmin. Do I need to do a factory reset?

How are you trying to change it? But yes, I suspect you need to master reset it.
