Can't manage IQ apps without first disconnecting/re-connecting device

Something strange with GE 6.19.4 and my 1030 when trying to manage IQ apps on the 1030. I connect the 1030 via a USB cable, wait for it to switch to mass storage mode, start GE, and GE sees the 1030 and can sync it without any problem. However, if I click on the IQ Apps button, I get the following dialog:

I pull the USB cable, the 1030 boots up, when it completes booting I re-insert the USB cable, and when the 1030 switches back to mass storage mode, the dialog disappears and I get the normal GE screen for managing the IQ apps.

I restarted both the PC and 1030 and tried again, but the behaviour remains exactly the same. Previously, I did not see this problem - clicking on the IQ Apps button on GE just brought up the IQ Apps management windows without having to go through the disconnect/re-connect rigmarole. The only changes between then and now have been GE updating to 6.19.4 on the PC and an update to FW 9.10 on the 1030.
