Garmin Express does not start when I plug in my Edge 1030,

It's my understanding that Garmin Express should start when I plug in my Edge 1030, It has not done this for well over a year. The Win 10 computer recognizes the 1030 fine but I have to manually start Express. Not a big issue but sometimes I forget to start Express. I have the check box checked on the setting menu for Express to open Express when device is plugged in. Any simple solutions? I have tried to reinstall Express with no change.
