Unable to install. We're having a problem communicating with our servers

I have a Zumo 395LM travel edition with full europe maps and safety cameras europe,
Safety camera's stopped working so I bought a new 1 year subscription.
Now i am stuck at the activate button in Garmin Express for win 7 64bit, when i click it, I get the famous "Unable to install. We're having a problem communicating with our servers" error.
I tried:
-Garmins solution, reinstalling express, rebooting, reinstalled maps, disable virus scanners etc.
-Same on my laptop with win 10 64bit.
Nothing seems to work!
