Can not update maps,, errors out after 16%, will not load update 4.40 device software

I am using Garmin Express Ver 6.11.1.0 on a Garmin Drive 61 (3.57GB Free/7.02GB)

Using Windows 10 Pro V10.0.1.7134 on a Dell 8700 X64 Based, Intel Cor i7 3.4Ghr, Hard drive 1.6TB of free space, 16GB Mem, 32GB Virtual Mem

I am hardwired to my DSL modem...no wireless

The Garmin express keeps telling that updates are available:

Device software: Ver 4.40, I load this an appears to take it but continues to tell me that it's available

It will start to update the maps and it fails every time at 16% Basically it just says there was an error installing the update

any ideas as to why this could be happening?
