Garmin Express will not autolaunch in Windows 10

Garmin Express will not launch automatically in Windows 10 when a Garmin device is detected despite that option being checked in settings together with Always keep Garmin Express running in background. Garmin Express launches as expected when a Garmin device is detected in Windows 7
