Cannot uninstall v6.9.1.0 or update to 6.10.0.0

I cannot update to v6.10.0.0, i tried using garmin express itself clicking update and i tried downloading the installer from your site but both bring up the error in the screenshot. Do a complete uninstall, then shut down your PC, reboot it and then attempt the install. Note you need to install as administrator ...

i already tried uninstalling as i stated in my post and in the 2nd screenshot.

Yes but ensure you shut down and reboot between uninstall and reinstall. Also note the part about running as Administrator

It won't uninstall, nevermind re-install. Restarting doesn't help.

EDIT: I had to use revo uninstaller to uninstall it.

I had the same problem on Windows 10 x64. I managed to remove Garmin Express using the Geek Uninstaller program.
