Garmin Express - Sorry we are having a problem communicating with our servers

My Edge 820 refuses to sync with the Garmin servers with the above error. The odd thing is my Forerunner 235 syncs with no issues.
The 820 was working fine until a couple of weeks ago, but now refuses to connect. I have reinstalled Garmin express to the latest version with no success. Running windows 10

Lol... I would love to... however the only support I can get is in the attached link, and when you click on the "support center" hyperlink, its just the usual garbage that doesn't work.... so how does someone in New Zealand call "product support" please?ciq.forums.garmin.com/.../1396021.png

If that's of any help: I experienced this problem only twice in my few years' worth of my affiliation with Garmin Express.

Both instances happened only in the last 12 months, actually.

Both were triggered by other software / services doing some unexpected and (obviously) uninvited work in background on my PC. One of the examples is here:

Where Intel's DSA QA service was at fault.

So I gather what Garmin suggests here is correct I'm afraid:

The issue is most likely either with something that consumes precious background / opens too many simultaneous TCP connections, or the internet connection itself.

As a starting point download this chappy:

And check what happens traffic-wise on your machine when it's idle.
