Express Cannot Find Vivosmart HR+

Just received a used Vivosmart HR+ last night. Charged up fine using the wall charger and it synced with my phone just fine. When I hooked it up to my Windows 10 PC this morning and installed Express, it could not find the device. The PC doesn't show it connected. When connected, the battery icon on the watch flickers. I've never had any issues with other devices I connect to the PC. Would a new USB cable solve this?
