GE can't sync ride but GCM can

GE 6.2.0.0 on Windows 10, Edge 1030 with 3.90 FW. I've had several instances lately where I finish a ride, save it, connect the GPS to the PC and wait for it to transfer to mass storage mode, run Garmin Express, it tells me that it's synced, but when I look at Garmin Connect, the ride isn't there. I can sync again, and GE again tells me that it's sync ok, but the ride is still not uploaded.

If I turn on Bluetooth on the Edge and my phone, and run Garmin Connect Mobile, it syncs the ride without any problems. I normally don't have Bluetooth enabled on the 1030 because it still has too many problems.

    Still having this problem, with two more versions of GE (now v6.4.0.0) and a newer version of FW on the 1030 (v3.97). I've tried deleting device.fit and garmindevice.xml off the 1030 so that they get rebuilt when it is started up, and also done a reset of the device, but I still can't sync rides. Problem happens with several different USB cables on two different PCs. Map updates install ok - installed one yesterday; timezone updates install ok, and I can install IQ apps ok as well, but activities won't sync. GE says it's synced without any error being indicated, but the rides don't appear in Garmin Connect. If I bluetooth pair the 1030 to my phone, the rides upload without any problem, so there doesn't appear to be anything wrong with the fit files.
