Is it because Garmin's servers are super slow?

Bought a Garmin DriveSmart 61 today, got home and went to update it. It showed it had a total of about 6.7GB to download. A file that size usually takes like 15 mins to download off Steam or Blizzard...but I'm over 3 hours in now and GE shows 2 hours 8 minutes left on Step 3 of 3: Updating Maps with "downloading files" showing under the progress bar that's about 40% complete.

It supposed to take this long? Why does it take this long? Is it there's so many files to unzip/decompress once the files are downloaded?

Your ability to download data with certain bitrate (I assume 80Mb/s link based on what you wrote below) does not necessarily equal Garmin's (or any other source) ability to supply these with the same speed.

I would think the USB connection would be a constraint.

Not unzipping files - even worse concatenating literally hundreds of map tiles & compressing the result (compression is more CPU intensive than decompression) and then copying it to the device at USB speeds.
