Unable to install Garmin Express

Hi,
I can't install the latest version
Getting this error:

2017-01-14 10:10:31.5850 | 1 | E | Uncaught exception. IsTerminating=True
System.IO.FileLoadException: Could not load file or assembly 'legacyio.dll' or one of its dependencies. A dynamic link library (DLL) initialization routine failed. (Exception from HRESULT: 0x8007045A)

at Garmin.Omt.Service.Program.Run()
at Garmin.Omt.Service.Program.Main(String[] args)

Windows 8.1

Are you trying to update from within Express? If so try uninstalling then downloading directly from http://download.garmin.com/omt/express/B/GarminExpressInstaller.exe
