Garmin Express Will Not Launch on Windows 10 PC

GE will launch on fresh restart of computer, but only the once until the computer is again restarted. I have uninstalled and re-installed GE several times. Brand new to Garmin (Forerunner 235) so not familiar yet with the environment. Is there something else I should be doing or is this a known problem with GE/Windows 10?
I did see this earlier, but saw the step that referred only to Win 7 and 8. Do I perform the first steps and stop there, eliminating the steps designated for Win 7 and 8?
Windows 10 is essentially the same in this regard. I would do all of the steps. Chances are you already have a higher version of .NET Framework than needed, so the installation will let you know that.
I am tentatively calling this a success. I followed the instructions, restarted, and have opened and closed GE several times while doing other tasks, as well, and it has opened each time. <fingers crossed> Thank you!
