Garmin Express doesn't see my devices anymore

On my main laptop Garmin Express doesn't recognize my devices anymore after Windows 10 was updated to version 1607. None of my devices (Vivoactive HR, Oregon 600, Oregon 450) connected to USB appear in Express 4.1.28.0 nor 4.1.27.0.
I was one of the lucky ones who ended up in endless startup loops after update for Win10 1607 was installed. Finally I could only reinstall Win10 again, so reinstalled Garmin Express also afterwards. I can access my devices as mass storage normally from my laptop.
On another laptop with the same Windows version, Express is still running as it should. Could there be something missing on my main laptop? I have no clou and getting frustrated doing trials and errors.
