OK lot of tests done...
1 - Using VCP (Silicon Lab VCP driver for ANT USB1) the WebUpdater 2.20 still doesn't find FR60 over Serial ports
2 - Old Express finds but cannot associate the FR60 because of the new authentication process for Garmin Connect
3 - ExpressFit 2.01 works only with USB cable connections (no ANT)
Anyway I don't understand the reason why Garmin doesn't help to solve this problem for a lot of old devices.
In my case the FR 60/70 is the last non-GPS Garmin run watch and it's still a good product for a lot of reasons.

1 - I think the firmware file need to be adressed in Garmin device.xml <UpdateFile> session, but the online check rewrite this file
2 - let me find and test the special updater in Bulgarian site

Finally I got the solution (thanks to tmk2 and OnlyTwo for your time)
1 - Install Garmin ANT Agent (chose one version from here)
2 - Associate your FR60
3 - Close ANT Agent
4 - Put firmware file FR60_2xx.rgn file in \Users\User account name\AppData\Roaming\GARMIN\Devices\numberedUnitID folder (Windows 7 or above)
5 - Put Updates.udr file in the same folder
6 - Restart ANT Agent
Here Updates.udr for FR60_270.rgn (last firmware for this device from here)

Wow Thanks, this worked and help get new firmware onto my old FR 60. Still can't get express to find it, but maybe just too old?? Had to uncheck the Garmin weblink option and copy paste Udate.udr into a notepad for Ant+ to make it all work, but it did. Now to figure out if Express will connect.
