I have just experienced a similar problem with my nuvi 2569 that took me several hours to rectify, not least of all because the error message gives no indication as to what is causing the error (not good). I am running Windows 10 64 Bit Anniversary Edition, only recently installed, which may or may not be related to the problems I've experienced. I eventually sorted out the issue and although I can't guarantee this process will work for you, it may be worth trying.
Make sure Base Camp is installed
Start Base Camp and go to Maps > Manage Map Products (for some reason my map: City Navigator NTU 2017.2) had disappeared
Make sure your device is connected to your PC/Laptop and turned on
Go to Maps > Install Maps
Make sure MapInsall can find your device
Download and install your desired map to Base Camp (takes a long time)
Once installed to Base Camp, install/reinstall to your device - at this point I had no reoccurrence of the error message and the map installed successfully
If you get an error telling you the map is locked, login to https://my.garmin.com and follow the instructions to unlock your map(s).
