Garmin Express 4.1.25.0 won't open in Windows 10

I am running Windows 10 and the latest version of Garmin Express 4.1.25.0. Normally I just plug in my ANT stick or bring my Garmin watch close to the computer, if it's already plugged in, then in a few seconds they sync up, and begin a transfer of my resent activites. However, they are not transfering automatically. When I try to open Garmin Express using the desktop shortcut, nothing happens. I get no error messges. I have deleted and reinstalled Garmin express multiple times. There are no windows updates that I am missing. Is anyone else having a similar issue? Any suggestions on how to fix it would be greatly appreciated. Thank you

    Have you tried the troubleshooting in our FAQ:

    Garmin Express fails to launch in Windows when I run it

    If not, please do so. If you have and the application still fails to launch, it would be best to contact Product Support by phone for further assistance.

    I was able to delete the user configuration folder. However, I got an error message when installing the Microsoft NET Framework that said it could not be installed. After rebooting everything is working. Thank you.
