Fenix 3 HR not connecting to garmin express?

Trying to connect my fenix 3 hr to a surface pro 4. I was able to connect the device just fine to my desktop computer at home.

The garmin express setup went just fine, and when I plug the fenix in via usb 3 (the only usb port I have) it is charging and shows its connected. But the fenix is not found.

One clue on the surface pro is that when the device is recognized, it says 'please insert a disk into D:'... and when I see the mass storage drive in windows explorer it is not accessible. So I cant explore the contents of the fenix drive. I think I could do this on my desktop which worked. But I'm not sure how to get this to work right, or if it's even a problem.

Another issue may be that I'm travelling. So the garmin is picking up gps from a different location (France) than where I live (US). Not sure if that has anything to do with it.

Other than that, the device is working great.

Anyone have any ideas?

    I am sorry that you are having trouble with your Fenix 3. If it is working on your other computer but not this one, I would first recommend going through the steps here: Garmin mass storage or MTP device not detected by Garmin Windows applications. If this doesn't solve the problem but the device is still recognized in the other computer, it might be a good idea to run a virus scan on the computer and/or have the computer checked out.

    Yep this is a new build (slow track insider). I think the customer care rep is off base (no offense) as most of the info in the link is of the 'check your cable', 'check your connection' variety which I'm pretty confident isn't the problem as the device clearly can connect and charge. The drive is not accessible however which suggests some sort of driver issue, or drive mount problem.

    Will keep working on it, will update post if I have any solutions.
