Edge Touring map update always fails

Express installed on Windows 10 x64, current version of Garmin Express (v4.1.23.0), Edge Touring software version 4.10. When I connect the unit to the PC and start Garmin Express, it uploads my latest activities no problem, then tells me that there is one update available, routable cycle map of Europe version 2016.10. However, when I try to install the update, I get a few seconds of a screen saying "Preparing device for update", and Express then comes back with a very non-informative screen saying "There was an error installing the update", with no indication of what sort of error. I checked both the internal Garmin drive and the SD card for errors (none found). I've also done both a master reset on the Edge Touring and uninstalled Express, removed the contents of the Garmin folder under ProgramData, and reinstalled Express - neither made any difference to the problem.

I also tried the installing the update on the other two PCs we have in the house, but got the same error on all machines. Where do I go from here?

    Well, I had a look at the article you referenced, and none of the potential causes of the problem apply. I can download updates for the other Garmin units we have (1000, 810) without any problem.

    I contacted Garmin Australia product support. Their response was that as I'd purchased the unit in Europe, and they didn't sell it in Australia, they wouldn't provide support.
