I am happy to answer your question. This is not a bug in Garmin Express. The check for this was removed a few updates back. It is set up now where it will automatically update when a higher priority update is released. With some of the minor bug patches, it will now only update when you manually check for updates. I believe this was done to eliminate confusion. We had people who unchecked the box but were upset because some of the updates were still forced.

Personally I'd rather have the option to choose and if folks choose not to update automatically then don't force any updates on them, no confusion then!
