Garmin Express is not letting me add a davice

I am running Windows 10 and using USB ports that I have used before on other devices. My PC hardware is not the issue here.

I installed Garmin Express for the first time and plugged in my ANT stick. I got the "beeps" that Windows had detected the stick. I restarted.

Garmin Express asks me to add a device. When I click the button, it "spins" for a while and eventually does not find anything. Restarts do not fix the issue. Different USB ports do not fix the issue. This computer works perfectly with all other apps and devices that I use on it.

I do not know why this is happening. I usually use my Mac, but Garmin Express freezes when I try to use it in OS X.

Please help?
