Cant install express due to framework error even thought i have the req.

Hello I am really frustrated sorry but i cant upload the images on the forum i get an error even tho both are JPEG.
The error that i get

You should be able to resolve this by running Microsoft's .NET Repair Tool. The link to do so is in our FAQ:
