Return of "unexpected error"?

Saw this old thread https://forums.garmin.com/showthread.php?170500-Unexpected-error!!!!
I'm actually experiencing this right now.
Win7, admin rights, GE 4.1.18.0.

Is there somewhere I can download 4.0.8.0 (reported to work by others on the mentioned thread)? Some other solution?

Garmin Express will not launch

Garmin Express ver. 4.1.17.0 would not launch. Deleted this version and downloaded ver 4.1.18.0. The install did not return any error messages but will not launch. My operating system is Window 10.

The Unexpected Error typically occurs due to a corrupted configuration file and deleting it is the recommend resolution. It could also be due to a Microsoft .NET Framework issue depending on which version of Windows you are running. Try the troubleshooting in our FAQ:
