Cannot download Express on new computer.

I recently got a new computer. It came with Win 8.1, and immediately upgraded to Windows 10.

When I go the Express page, under Download and Install, in a yellow box with red /!\ triangle, it says:
Garmin Express is not compatible with your operating system. You will need to upgrade your OS to use Garmin Express.

When I click Learn More, it says:

Mac OS X® 10.6 (Snow Leopard) is an older OS X version that is no longer compatible with modern software. To use our software and desktop apps, you will need to upgrade your operating system to Mac OS X 10.7 (Lion) or newer.

I am NOT using a Mac! I'm using the latest Chrome browser on the latest Windows 10 update.

When click on Windows Version, it says: [h=4]Your download should begin automatically. If it doesn't, you can restart the download.

But it does not start automatically, and clicking on restart the download does nothing. There is no error message, it simple ignores the click and never downloads.
