Garmin express and windows 10.

I have a strange behaviour with Garmin express.
When installed on a clean windows 10 system it works properly until I reboot the pc. After that it fails to run the service, and it excits with unhandle exception. and I need to reinstall it. After that it work perfectly until the next reboot.
If I don't remove the information I found everything in proper state.
I do the same on another pc and I haven't this problem, so I think it is not strictly related with windows 10. It happen on my laptop that have also installed VS2010.
Do you suggest any test to perform to identify the problem?

    If you are getting the "Service Failed to start" message it is possible that the Proxy Settings are interfering. While Express was running did you change the Proxy Settings from within the Settings->Proxy menu? If so, please double check the information.

    Please use the instructions below to check the Windows 10 Internet Options settings.

    Windows:

    • Press the Windows key on the keyboard
    • Type Internet Options
    • Click Internet Options
    • Click the Connections tab
    • Click LAN Settings
    • Select the box "Automatically detect settings"1
    • Clear any boxes for use of a proxy server
    • Click OK, then OK again
