Edge Touring Plus failure to sync and continuous map updates

Replaced an old model with new Edge Touring Plus. Routes created with .tcx files but won't sync on Garmin Express working with Windows 10.
Every time Garmin Express is launched there is a map update requirement of either 1 hour 15 minutes or 3 hours!
Removed and re-installed the program and it synced once and now back to the same problem
Whats's the issue? Please supply a solution.

    There is a known issue that is causing Express to continually offer you the Europe CycleMap update. This will be corrected with the 2015.20 map update later this fall. Please ignore the update prompt in Express for the time being. In regards to the issue syncing courses. How are you processing them? Courses should be be created manually in Garmin Connect or saved from an activity you completed on the Edge. To create a course from an activity in Connect. View the details page of an activity, click the Settings icon (gear) in the upper right corner and chose Save as Course. Once the course is saved in the Courses menu you can send it to the device. It will sync through Garmin Express then you can ride the Course and sync the activity back into Connect. Coming from an older device and using .tcx files you should be able to place them directly on the device. If you have an older activity that is saved as a .tcx file, putting it into the NewFiles folder on the Edge Touring should convert that into a saved course for you to ride. Once the ride is done and saved, Garmin Express should sync that activity but it will not sync the course to Connect.
