Basecamp 4.5.1 starts only once, then crashes on start-up

I installed BC 4.5.1. on an Asus Zenbook UX305 laptop. After installation, the program will start once only. If I try to start it again, it crashes immediately.

There's some pop-up screen, but that closes so quickly that I can't read what it says. I don't know a trick to make it slower, so I can read it.

I tried it under Windows 8.1 (which is what came with the laptop), and with the Windows 10 upgrade (didn't help).
And I installed version 4.5.0. Same problem persists.

Any idea what I could do to fix this?

For some, deleting this file once is a structural solution, others have to delete this file every time they start up Basecamp - including myself. I can live with it. I made a shortcut to the directory where the config.sys sits, so I can easily delete it.

I don't know what the config.sys file does. but it does not contain waypoints, tracks or routes I made in Basecamp, also the settings in Basecamp are preserved some other place, apparently.
