Base camp cannot connect to Birdseye

I have a new Garmin product -Astro 320. Works fine.

Have Subscriptions to both Birdseye topo and Birdseye satellite

Cannot connect to Birdseye server to download the maps(There was a error communicating with Birdseye imagery servers)

Garmin came in remote access to my computer and duplicated my product file and tried accessing the server with NO problems

They say it is something on my computer blocking the Basecamp program from accessing the server. They saw nothing obvious but since my handheld file works with basecamp on their computer but basecamp cannot talk to birdseye on mine there is a block somewhere

I tried disabling firewall and antivirus. no change
I went in and added the garmin programs as allowed both incoming and outbound. no change
I went in to internet options and added Garmin as a trusted site no change
I UNinstalled Basecamp and reinstalled no change
I deleted all temp files and cookies. no change
I restarted computer and router. no change

I have a new laptop with windows 8.1 and "slow high speed" DSL internet also new (I had dialup 17 years and just got DSL in Oct)

ANY clues????????????????????????????????????????

    I talked to a second Garmin tech and still got no where. They said the next step if it did not work was to refund my $

    BUT I decided to try one more tech so today I called and boy did I luck out. I got THE best tech I could have lucked onto and he resolved the issue. Since I have found this question both here and elsewhere with no solution I thought I would report what he did to help others in the same stage of frustration as I was

    He came in and remote accessed the computer. Did everything the others had done and then he created a new user on the computer. had me log into that new user and open basecamp and it worked!
    Apparently there is something with Windows 8 and 8.1 that interferes with Basecamp in established users but creating a new user that promptly uses Basecamp gets around that
    So yes to download Birdseye I will have to switch users but it is worth it!

    The answer is to create a new windows user profile....log on using this... and Basecamp should connect with the servers ....... worked for me.
