Yes, but you said a 'different point on the same track', so just deleting the earlier points is the simplest way. Or you could use the track divide tool, and then delete the portion you don't want.
If on the other hand you want to move the start point to a new location then use the move tool and hover near the start until you see a thick black line ... now click and move it.
