Base Camp 4.3.3 running on Windows 7 Professional
Create list "Copy From" and add 5 waypoints. The number of waypoints is not important.
Create the empty list "Copy To"
Set up Base Camp to show the map in the lower left corner and the Waypoints and Tracks in the main screen on the right and set the filter to waypoints.
Select all waypoints in "Copy From" by either manually selecting all waypoints (holding the Control key) or by selecting the first waypoint and hold the Shift key while selecting the last waypoint. Then use either Copy & Paste or "Send To" populate the "Copy To" list with the waypoints. All 5 waypoints transfer properly.
Instead of using the above methods to select all waypoints, use Control-A. All waypoints appear selected and are highlighted. However only 4 waypoints will actually be copied to the "Copy To" list. One waypoint will be missing.
The same behavior is shown if all waypoints are selected using Control_A and then "Remove from" is chosen. One waypoint will not be deleted.
Therefore the bug is that Control-A appears to select and highlight all waypoints, but a subsequent operation skips one of the waypoints.
