Basecamp does not start

BaseCamp does not start, ".NET" error message

BaseCamp worked fin for several month but suddenly did not start any more. The following error message was displayed:"There is a problem with the Microsoft .NET installation. Please uninstall and reinstall all versions of the Microsoft .NET Framework."

Uninstalling and reinstalling of .NET did not solve the issue.

Further investigation showed, that the following file was corrupt or damaged:

Folder: C:\Users\***\AppData\Local\GARMIN_Corp\BaseCamp.exe_Url_bzc2***\4.2.5.0
File Name: "user.config"
Damage Type: The file was 32 kB but was completely empty but should contain XML code.

The solution:
1. Delete the file "user.config" in the above mentioned folder
2. Start BaseCamp
3. A new file "user.config" is generated by BaseCamp while BaseCamp starts

I try this and also the Microsoft.Net repair tool but still getting the error stated above. What else to do? I am using basecamp to update my map in my Nuvi 2595. I am using Windows 8.1.
