Application not found, bascamp error when looking at help or viewing geocache

I'm using BaseCamp 4.2.5 on Win7 64bit and have been for sometime. Also have a work machine with Win7 and same BC version and no issues.

Each time I either select the action from the Help menu whether its: Video tutorials, Open view BaseCamp licence, Garmin Forums, open a cache for more details by clicking on the GC code I receive a pop up suggesting "Application not found" .

Uninstalled and reinstalled makes no change. Removed Garmin from Appdata both Roaming and local, makes no change ! Obviously the uninstall does not really completely uninstall !!

I'm assuming that some dll needs to be re-regsitered or something in the registry is missing corrupt so can someone suggest some possibilities to resolve this annoying problem.

The one you're having problems on isn't a Toshiba laptop by any chance?

No, both machines are HP.

I've just installed the newer BaseCamp beta and the problems still there so it must be something that is shared between devices.
