Install of basecamp 4.22 results in failure due to MSI: error

My setup: Windows 7 64 bit

NOTE: I had a fairly serious system crash a few days before this problem started. The crash required me to allow windows to repair itself from clean system files and backing up to last know bootable state.

After getting going again, I had 12 updates... some I think were re-installs caused by the back up but anyway I have all updates installed... nothing more available from windows update.

Its been 4 days since the crash... seemingly no problems, but today trying to open basecamp, it would not open and produced an error involving 'Windows Imaging Component'. Now I wish I'd kept that error verbatim but:

I first thought to reinstall basecamp so uninstalled and downloaded the newest. Now I cannot install basecamp at all... Installation fails with an MSI: error 'InstallerAlreadyRunning'

I recall there being an issue a few months ago with windows update causing some people to have to remove the update in order to run basecamp....(then it was about 'Windows Imaging Component' too).

Now when I try to install the latest windows Imaging Component... it fails with the error:
Setup could not find the update.inf file needed to update your system

So I seem to be screwed all around.

Can anyone help me get this sorted out... I really need to get basecamp running.

PS - I found something googling where someone reported fixing basecamp.exe install with this same error I got, by decompressing the package and installing one of the components inside first (named BCMAIN.msi).... I tried that, but that install allow got the MSI error.
