BaseCamp not recognizing uinit when plugging in USB cable

Perhaps I am not understanding the directions that tells me that BaseCamp, when running will "see" my GPS unit when I plug it into my USB port. If if unit is plugged in before I start BaseCamp it does connect to the unit. Am I missing a set up step or is this normal. Using a nuvi 2595LMT.

Basecamp sees my GPS if I plug them in either before or once Basecamp is running ...

No, but my computer, like me, is old.

I also have an old (12 yr-old) PC and it sometimes has USB "issues" when busy. Now BaseCamp is a .NET application so it requires a lot of resources (CPU, RAM etc) so it's possible it could miss a "USB insert event" while busy (during startup etc). What happens if BC has been idle for a while?
