Check what you have selected in the left hand panel, under the bit for "Library" and "My Collection". If you click on "My Collection" or a specific list, you should then be able to use the import option.
You can't import if you have "Unlisted data" selected, or if you have selected the section for a GPS device or the cloud storage.
