I can not figure it out.
I set the declination in Basecamp to auto and it applies w6 for Fla.
When I print it seems like it does not print with the declination offset.
Is this correct ?

Currently, when printing we always print True North up. The declination is shown on the lower right.
As an aside I would also like to mention that due to the map projection we use, there is a distortion of the map when you get away from the projection angle. So trying to get a bearing from a printed map is probably not very accurate. You can set the projection angle we use for each map in MapSource by invoking the Ctrl-Alt-A short-cut. The setting you set in MapSource will be used by BaseCamp as well.
What area does your Topo cover? If it's really just East Central Florida then it's probably ok, we just project to the center of the North/South extent then. Which should be pretty accurate. The big distortions come into play if you are viewing something that is very far North or South of a map that spans a lot between North and South (like viewing Northern Canada on a NA map that includes Mexico, the US and Canada).
