How does Basecamp geotag photos?

I have always been using my eTrex 10 in my country, Singapore, and geotag photos taken with my camera using Basecamp without much errors. Recently, I went to Japan for holidays and recorded all my trip using eTrex so I can geotag them when I get back. Unfortunately, it seems that there is a need to include some offset in order to get the right timing even though I have already change the time zone on my camera to Japan and also make sure the time on eTrex is same as my camera. I am still trying to figure out what is the offset as minus 1 hour do not put my photos on the right location as well.

Never mind that, I discovered a bigger problem. I used to think that Basecamp geotag my photos by finding the exact point in the track that matches the time my photo was taken or perhaps, plus/minus a few seconds. I have this set of photos taken and the first few were taken at 7pm onwards in Singapore prior to departure. Whereas, on my tracks, there are only points recorded around 6:20pm and then 9:20 pm onwards. Meaning to say, there are no points recorded between 6:20pm to 9:20pm and definitely not 7pm. To my horror, when I geotag my photos in Basecamp, it somehow tries to guess where my 7pm photos are taken and geotagged it; which was obviously wrong since there are no recorded points during those times.

So, my question is, what do Basecamp base on to geotag photos? Are there any options in Basecamp or other software that can allow me to only geotag a photo if the time taken is registered a point in the track?
