If Internet Explorer is your default browser, when you are viewing the main help page you might be able to Save As an .MHT file. If this works you should end up with a self-contained file on your PC that is viewable in your browser when you have no connection. Some web pages are constructed in ways that won't allow this to work.
I can't test this with Basecamp help because I'm currently on my webOS tablet.
