The map must contain DEM data for this feature. You will have to purchase "real" Garmin products (or products from their partners) to get shaded terrain. There are currently no tools available to insert DEM data for developers of free third party maps.
Here in the US, Garmin's 24k topo series and 100k US Topo products include DEM data for creating shaded terrain and 3d views.
