Maybe I don't know the secret, but is it possible to reorganize Lists in my Library? For example I want to move a list from the bottom to the somewhere in the middle or even at the top.

Yes. Turning pushpin sets (lists) on and off (hide/unhide) is a really useful feature in Microsoft Streets&Trips. You can do it to individual ones or you can select groups of them using Ctrl-click or/and Shift-click.
