The download option will install the map on your device or SD card, not on your computer. The possibility to install it on your computer is limited to updates for preinstalled City Navigator maps on devices.
BaseCamp can however use the map on your device/SD card, as long as it is connected to your computer.
Thanks for that but I'm running into a problem when creating long distance routes in Basecamp. If i launch and run Basecamp on my computer and City Navigator NT resides on my device then Basecamp becomes unusable. I'm unable to view the map in high detail with a zoom that is reasonable for creating over the road routes. Basecamp reverts to low detail when zoomed out. Basecamp becomes extremely slow too. The map residing on the device becomes a huge choke point.
What detail setting do you have set in BaseCamp? I'm confused though, you talked initially about buying the map but now you talk about it residing on your device?
It is possible to Pan and Zoom while creating a Route. The + and - keys will zoom. Arrow keys on a keyboard will pan. The Pencil cursor in BaseCamp will change to a large Arrow when placed near a side on corner. Mouse Clicks/Touchpad taps will pan in the direction of the Arrow. It may be possible to zoom via the touchpad or a mouse with more than left/right buttons. For example, two finger movements on a touchpad.
Edit: I keep the Detail Level at Medium to prevent the application from trying to render too much detail at higher zoom levels. I increase the zoom to gain detail or increase the detail level only when placing points.
Slightly confused as I have used Basecamp over many years and can't ever remember having difficulty loading a map into the computer for Basecamp to use. My understanding is that Garmin Express will show the contents of your device including the installed map. If you select "map details" then there is the option to install to computer. In fact I did just that to 3 Garmin devices only yesterday.
If I purchase a new map and installed it on my Garmin then are you saying the option to install that map to the computer using Garmin Express isn't available?
If so then that's not my experience.

A I type I am installing City Navigator Europe NTU 2026.20 to my Garmin Nuvi LMTD of 2014 vintage. A quality sturdy product as it still proves itself to be. I have installed the same map to my Garmin Drivesmart 55 MT-D and my Garmin Drivesmart 66. Using Garmin Express I have installed the same map to my computer where, of course, it shows in Basecamp.
Nothing has changed since my first Nuvi bought to replace TomToms who at that time decided to "dumb down" their software with the loss of the "itn" files that I used extensively. Garmin and Basecamp provided the answer and retained my control over my routes etc. Same process has been available and map updates have been downloaded to my computer throughout.
As an aside yesterday I downloaded this latest map to a laptop. Again simply using Garmin Express.
Those devices came with the City Navigator Europe map preinstalled, and in that special case all subsequent updates can be installed on your computer too (just as I wrote earlier).
If you buy another map as a download version, it is not possible to install it on your computer. This does not only apply to City Navigator maps, but to all maps sold as a download or on SD card. Only maps sold on DVD can be installed on your computer, but I don't believe that Garmin sells maps on DVD anymore.
As JaVaWa has posted, if you purchase a new map that wasn't initially installed to your device then Express doesn't give the option to install to your PC for BaseCamp to use. However this has nothing to do with the question asked, if you wish to discuss this further please start your own post rather than piggyback on this one as it gets confusing if two topics are being discussed in one post.
