I just reinstalled Basecamp again on Windows 7, 64-bit, and the program has frozen up again. I does discover my Oregon 550 and an eTrex Vista HC. It is extremely slow to load. It does load my waypoints from the eTrex, but not the Oregon. Ideas anyone?

For the lock up issue is there anything else you could share to help understanding what is happening? Does the software freeze immediately on startup? After a specific task you're doing? Does the lock up only happen when you have your devices plugged in?
On the issue with the Oregon waypoints not showing up it would be helpful to see the data on your device. If you could please create a zip file with Garmin\GarminDevice.xml and the Garmin\GPX folder and send it to me in a private message I'd appreciate it.
