I experience this as well.  One known cause is that the Data panel has focus instead of the Map panel but I have had the "H" keyboard button not switch to the pan tool even when I'm certain that the Map pane has focus.  I've learned to live with it but I hate having to reach for the mouse unnecessarily.

One thing I haven't figured out is how to switch focus from the Data pane to the Map pane using the keyboard.  Clicking in the Map pane to give it focus while the Waypoint tool is enabled creates a waypoint rather than just change focus.  There must be another way to switch focus.

That in conjunction wtih having 'route' selected did the trick. Thanx so much for your help!

Using H to switch to the Hand tool requires that the map pane is already selected.

If a Properties window IS NOT OPEN then Ctrl+2 should select the Map pane.

If a Properties window IS OPEN then you can click on the 2D Map tool (the blue square at the far left in the OP image) or  under View>Map Views>2D Map.

That is the missing piece for me.  Ctrl+2 followed by the "H" key results in the Map pane being active with the Pan tool enabled.
