I downloaded trail data from my county's parks & rec. web site.
It's a *.gdb folder containing the following file types:
- *.gdbindexes
- *.table
- *.tablx
- *.horizon
- *.spx
- *.FDO_GlobalId.atx
How can I get this data imported into Basecamp?

Doubt if you can. BaseCamp will import various file types including .gdb but never heard of anyone trying to import a folder. Not sure what you're trying to import but you probably need to go back and try to get the data as acceptable files instead.
I think that the folder/files you show are not related to Garmin software, but to ESRI GIS software. ESRI makes professional GIS applications. I don't know if there is any freeware available that can read any of their file types, let alone output something like a .gpx file. Perhaps someone else can point you in the right direction.
Why not provide a link to the site you got the data from?
What do you expect to do with the data?
