When ever I launch Basecamp the "Modify setup" window opens and the only option I have is to uninstall the program.
I do that, then click on the BC icon, it then reinstalls BC and it works fine.
The next time I launch BC it does it all again.

Sounds like you're clicking on the link to the install file rather than the program itself. You're not alone, been numerous posts like yours over the years. You need to locate the execute file rather than the installation file. Should be in your Start, All Programs, Garmin folder
I think you may be clicking on the installation file you downloaded from Garmin. That file may be deleted or kept after the installation is complete. If you click on the window key or icon in the lower left of the screen you will open the start menu. Scroll down to Garmin and click on it. There you should see the applications Garmin has installed.

Or you can right click on BaseCamp > left click Pin to Start to create a shortcut Icon to the right.
Or you can right click on Basecamp > More > Open file location. When that window opens you can right click on the Basecamp icon and choose create shortcut. It won't allow you create another shortcut in that folder, but it will ask if you want to create a shortcut on the desktop - click yes.
If you would rather have the shortcut on the taskbar, you can double click and hold the desktop icon, then drag it to the taskbar or right click on it and select pin to taskbar. You can then delete the shortcut on the desktop.
