Maps mess trashed my BaseCamp install

My previous set of maps were installed to my D: drive, which is where I told Express to install them. For some reason the 2019.10 maps were installed to my C: drive. I followed the instructions here:

And now BaseCamp is completely trashed. After removing my map products with appwiz.cpl, the BaseCamp icon disappeared from my "Start" menu (Windows 10). Oddly, the BaseCamp (2D) icon was still there. After reinstalling the 2019.10 maps to my D: drive via Express, the BaseCamp icon reappeared in my start menu.

But when I started BaseCamp, all my data was gone**. Fortunately I have backups but WTH? Then I tried restoring my previous backup and immediately after the restore appeared to complete, BaseCamp wanted to update itself to 4.6.2. After updating BaseCamp restarted, my data was still gone. When I tried restoring a backup again, BaseCamp shutdown or crashed, and would not restart.

I tried rebooting. No joy. I tried reinstalling BaseCamp. Still no joy. Express seems to be working. Going to try uninstalling BaseCamp completely and then reinstall.

** additionally, BaseCamp showed maps 2020.1 installed to my GPS (BMW Navigator V) and 2019.10 installed to my D:. Attempting to select the "newer" version on my GPS, BaseCamp says "these maps are already installed locally, would you rather use them?" Why does BaseCamp report two different versions but considers them the same?
