I may be that the seller has activated it or it's a factory fault. It reminds me of a new Garmin nuvi 200 bought in Australia in 2008 - the deal then (before Lifetime Map Updates) was you got a one-time free update to the built in Aussie / NZ map. When I tried registering it the Garmin site showed it had already been registered months before and the time period for the update had expired. The retailer certainly had not fiddled with it and showed the invoice from Garmin when it came into the shop, dated well after the registration. Garmin in Sydney eventually sorted the issue and gave me a fresh registration so I could get the latest version of the map.
