What is a Database?

In the Option menu there is a Database option: Edit/Options/General/Data Base Options

Is this to allow other POI data bases to be used that will sync to the map locations? If so, how does one implement different databases?

No, it's to enable you, should you wish, to have multiple databases in BaseCamp or to store your database somewhere other than default.
