GPX File item ordering

I do a lot with gpx track files and waypoint files to better optimize what I'm doing out on the trails.

I recently found that BaseCamp (latest version) seems to "Require" an order for the items within a waypoint structure.

Specifically,.....
This works:
<wpt lat="44.34555" lon="-71.76223">
<time>2016-05-13T11:11:49Z</time>
<name>PMtruck</name>
<cmt>14-JUL-07 12:11:51PM</cmt>
<desc>14-JUL-07 12:11:51PM</desc>
<sym>Flag, Blue</sym>
<type>user</type>
</wpt>

This does NOT work:
<wpt lat="44.34555" lon="-71.76223">
<time>2016-05-13T11:11:49Z</time>
<name>PMtruck</name>
<sym>Flag, Blue</sym>
<cmt>14-JUL-07 12:11:51PM</cmt>
<desc>14-JUL-07 12:11:51PM</desc>
<type>user</type>
</wpt>

Its seems the <sym>...</sym> MUST come after the <cmt>...</cmt> (and <desc>...</desc>?).
I find that this shouldn't be the case.
Each item (<something here>info contained here</something here>) should be order independent of the other items within the <wpt>...</wpt>

Does it matter?

BaseCamp creates waypoints and sends them to your device, provided your device understands them I'm not sure what point you're making?

Yes it matters!

BaseCamp is NOT the only program that handles GPX files.

The Garmin GPS unit handles both format waypoints - why can't BaseCamp?

There are other sources of waypoints other than being created on a GPS unit or within BaseCamp.
GPX is a standard format and should allow for *INTERCHANGE* of information between compliant devices and programs.

I don't belive that BaseCamp is compliant if it requires an order to the items. It should be corrected.

Well I use numerous sites that create gpx files and never had BaseCamp reject any. However if you feel it's something that needs changing your best bet is to post it at http://www8.garmin.com/contactUs/ideas/ since the BaseCamp developers don't pop in here as frequently as they used to.

I find that this shouldn't be the case.

The author(s) of the GPX standard don't agree with you. The GPX 1.1 schema mentions that elements must appear in a certain order, so BaseCamp is handling the files correctly.
