newly installed maps that aren't unlocking in BaseCamp?

Hi new Garmin user here,

Just bought a Monterra used and I purchased, the US TOPO 100K, the CN City Nav - NA and the TOPO 24K West (all on DVD) installed the DVDs as per the instructions and when it go to the unlock portion, pointed
the device to the Monterra, entered the serial number and the product key.. It whirred away, but nothing else seemed to happen.. Ran it again and it says the product key is now consumed..I am completely lost.. Opened a ticket with support, but thought I'd check here as well..
